Grants

Agricultural Development and Diversification (ADD) Grant Program:  Provides funding – currently $400,000 per year with a maximum grant amount of $50,000 – to projects that are likely to stimulate Wisconsin’s farm economy with new production or marketing techniques, alternative crops or enterprises, new value-added products, or new market research.  ADD grants are awarded competitively to individuals, associations, agribusinesses, and industry groups.  For more information, visit:

Brownfield, Green Space & Public Facilities Grant:  Provides funds to local governments to clean up brownfield sites intended for long term public uses, also covers remedial action planning and remedial actions.  For more information, visit: www.dnr.wi.gov/org/aw/rr/rbrownfields

Brownfields Initiative Grant:  Provides funding to assist local governments, businesses and individuals with assessment and remediation of environmental contamination on abandoned, idle, or underused industrial or commercial facilities or sites.  For more information, visit: www.commerce.wi.gov

Brownfield Site Assessment Grant (SAG):  Provides funding to local governments to use for environmental assessments, site investigations, demolition, and removal of abandoned containers and underground tanks.  For more information, visit:

Dairy 2020 Early Planning Grant:  Helps encourage and stimulate the startup, modernization, and expansion of Wisconsin dairy farms.  The program provides grants to dairy producers to pay for professional services such as the preparation of a business plan.  The award can be for up to 75% of the professional services with a maximum grant of $3,000.  For more information, visit:

Early Planning Grant (EPG):  Provides funds to assist entrepreneurs to write a business plan.  The grant (up to $3,000 and requiring a 25% match) is designed to help individual entrepreneurs and small businesses throughout Wisconsin obtain the professional services necessary to evaluate the feasibility of a proposed start up or expansion.  Under the EPG program, applicants may receive a grant to help cover a portion of the cost of hiring a qualified, independent third party to develop a comprehensive business plan.  The grant is available to business start-ups in the following industry sectors:  Agricultural/Food Processing, Biotechnology/Bioinformatics, Business Services/Supply Chain Management, Finance/Insurance, Information Technology/Data Processing, Machinery Manufacturing/Automation, Manufacturing/Materials, Medical Devices/Medical Informatics, Papermaking/Forest Products, and Printing.  For more information, visit: www.wenportal.org

Recreational Boating Facilities Grant:  Provides funding to counties, towns, cities, villages, tribes, sanitary districts, public inland lake protection and rehabilitation districts, and qualified lake associations to develop safe boating facilities.  For more information, visit:

Recreational Trails Grant Program:  Provides reimbursement to towns, villages, cities, counties, tribal governing bodies, school districts, state agencies, federal agencies and incorporated organizations for development and maintenance of recreational trails and trail-related facilities for both motorized and non-motorized recreational trail uses.  For more information, visit:

Recycling Demonstration Grant:  Helps businesses and local governing units fund waste reduction, reuse, and recycling pilot projects.  For more information, visit:

Stewardship Grants:  Provides funding to local governments and non-profit groups for brownfield sites for the development of parks, urban river projects and urban green space projects.  For more information, visit:

Technology Assistance Grant (TAG):  Aids small Wisconsin high-technology businesses in their efforts to obtain seed, early-stage or research and development funding.  For more information, visit: www.wenportal.org

Transportation Economic Assistance Grant (TEA):  Provides funds to public or private entities for transportation facility improvements (road, rail, harbor, airport) that are part of an economic development project.  For more information, visit: www.commerce.wi.gov

Tax Credits

Early Stage Investment Tax Credits:  Angel Investments and Venture Capital Tax Credit programs are designed to encourage investment in small, high-technology businesses that have high growth potential.  Early-stage businesses conducting pre-commercialization activities related to proprietary technology may be designated as Qualified New Business Ventures.  Angel investors, angel investment networks and venture capital seed funds may qualify for Wisconsin tax credits by investing in these designated companies.  For more information, visit:

NEWREP Technology Zone Tax Credit:  Provides tax credit incentives to high-technology businesses locating or expanding in the Northeast Wisconsin designated Technology Zone.  For more information, contact info@kcedc.org or visit:

Loan Programs

Economic Diversification Loan (EDL) Program:  Provides low interest loans to existing businesses interested in establishing or expanding operations in Wisconsin.  Applicants must provide a comprehensive business plan that describes the proposed project.  Applicant can receive up to 75% of eligible costs.  The actual award is based upon the project’s viability, the number of jobs created or retained, and the extent to which the project will help diversity the local economy.  For more information, visit:

Industrial Revenue Bonds (IRB):  This program allows businesses to borrow money for capital outlays at a reduced interest rate.  The Department of Commerce’s Industrial Revenue Bond (IRB) Program allows all Wisconsin cities, villages and towns to support industrial development through the sale of tax-exempt bonds.  The proceeds from the bond sale are loaned to businesses to finance capital investment projects at, primarily, manufacturing facilities.  Even though IRBs are municipal bonds, they are not general obligations of the municipality.  The company or business that will use the facilities provides the interest and principal payments on the loan.  The local government is in partnership with the business, lending its name, but not its credit, to the bond issue.  For more information, visit:

Kewaunee County Revolving Loan Fund:  This program provides low interest loans to businesses located in Kewaunee County for land acquisition, building acquisition, equipment purchase, site prep/construction, demolition and clearance, and working capital.  This program is based on job retention and creation.  It offers a dollar for dollar match on financing for eligible projects; the range of loan amounts is between $5,000 and $50,000 and is based on job creation and retention.

Land Recycling Loans:  provides financing to local governments with 0% loans for up to 20 years that may be used at landfills and other brownfield sites.  For more information visit:

Local Lenders:  Local banks can assist businesses with various loan vehicles.

Recycling Loan Program:  Awards loans for the purchase of equipment that make products from recycled materials, or make equipment necessary to manufacture these products.

Recycling Technology Assistance Program:  Provides low cost loans to fund research and development of products or processes using recovered or recyclable materials.  Eligible activities include product development and testing, process development and assessment, specialized research, and technical assistance.

Rural Economic Development Microloan Program:  Provides loans for almost any purpose to small businesses and cooperatives in rural areas.  Eligible activities include construction and expansion, working capitol acquisition and existing businesses, land buildings and equipment.

WHEDA Small Business Guarantee Loan:  Provides loan guarantees to local lenders for small business financing which can be used for expenses for land, buildings, equipment and inventory associated with the expansion or acquisition of a small business (50 or less full-time employees).  The guarantee is limited to 80% or $200,000.  This program can finance a mixed-use project if the business occupies at least half of the building.  This program can also be used to start a daycare business including cooperative ownership or nonprofit status.  For more information, visit:

Small Business Administration 504 Loan Program:  Offered through Certified Development Corporations, this program provides long-term, fixed-rate financing to small businesses for land, buildings, fixed equipment, and renovations.  The maximum loan is $1,000,000.  For more information, visit:

Small Business Administration 7a Loan Program:  Through this program, the SBA guarantees a loan provided to a business by a commercial bank.  Maximum loan size is $2,000,000.  Loan proceeds can be used for most sound business purposes including working capital, machinery and equipment, furniture and fixtures, land and building, leasehold improvements, and debt refinancing.  For more information, visit:

Small Business Administration CAPLoan:  SBA guaranteed loans that provide short-term financing and lines of credit to small businesses.

Small Business Administration Microloan Program:  Provides short-term loans of up to $35,000 to small businesses and not-for-profit child-care centers for working capital or the purchase of inventory, supplies, furniture, fixtures, machinery and/or equipment.  Proceeds cannot be used to pay existing debts or to purchase real estate.  The SBA makes or guarantees a loan to an intermediary, who in turn, makes the microloan to the applicant.  These organizations also provide management and technical assistance.  The loans are not guaranteed by the SBA.  For more information, visit:

Small Business Administration SBA Express Loan Program:  Provides streamlined process for business to receive loans of $350,000 or less for start-up costs or expansion.  Loans can be used for a revolving line of credit.  For more information, visit:

Technology Development Loan (TDL):  Helps Wisconsin businesses develop technological innovations that have the potential to provide significant economic benefit to the state.  This program is designed to help businesses commercialize new technology.  For more information, visit:

Export Working Capital Program:  Provides loans for short-term working capital for exporters.  For more information, visit:

International Trade Loans:  Loan guarantees made to companies exporting to other countries or those that have been adversely impacted by foreign competition.  For more information, visit:

The Export-Import Bank of the United States:  (Ex-Im Bank) is the official export credit agency of the United States, whose primary mission is to assist in financing the export of US goods and services to international markets.  For more information, visit:  www.exim.gov


Agriculture Loan Programs

Agribusiness Loan Guarantee:  Provides loan guarantees to businesses developing products, markets, methods of processing or marketing for a Wisconsin-grown commodity.  The maximum guarantee of 80% on loans up to $750,000 can be used for equipment, land, buildings, working capital, inventory and marketing expenses.  For more information, visit:

Beginning Farmer Bond:  Provides low interest loans to new farmers for the purchase of land, equipment, livestock and buildings.

CROP (Credit Relief Outreach Program) Guarantee:  Provides loan guarantees for agricultural production.  For more information, visit:

FARM (Farm Asset Reinvestment Management) Guarantee:  Provides loan guarantees for agricultural expansion and modernization.  For more information, visit:

Milk Volume Production (MVP) Program:  Assists dairy producers that are undertaking capital improvement projects that will result in a significant increase in Wisconsin’s milk production.  This program was created to aggressively support Wisconsin’s $20 billion dairy industry.  For more information, visit:

Disadvantaged Group Financing

Disadvantaged Business Enterprise (DBE) Program:  Attempts to increase participation of firms owned by disadvantaged individuals in all federal aid and state transportation facility contracts.  Program offers loan guarantees for working capital to facilitate WisDot contracts or subcontracts.  For more information, visit:

Emerging Business Program:  Encourages the development of small businesses owned, operated, and controlled by persons who are at an economic disadvantage.  For more information, visit: www.wheda.com

Linked Deposit Loan (LiDL):  Provides women- and minority-owned and operated businesses a two-year interest rate subsidy on the portion of a new bank loan of $10,000 to $99,000 that covers land, building and equipment.  This program is administered by Wisconsin Housing and Economic Development Authority (WHEDA).  For more information, visit:

Minority Business Development Agency (MBDA):  Helps minority entrepreneurs grow and compete in the global economy by developing programs that provide access to financing, the marketplace, education, and technology.  For more information, visit: www.mbda.gov

Minority Business Development Program:  Provides low-interest loans for the start-up, expansion or acquisition of minority-owned businesses.  To qualify for the fund, a business must be 51% controlled, owned, and actively managed by minority-group members.  For the purposes of this program, women are not considered a minority.  For more information, visit: www.commerce.wi.gov

Minority Business Enterprise (MBE) Program:  Designed to increase the opportunity for Wisconsin certified minority owned companies to sell their products or services to the State of Wisconsin and its agencies.  For more information, visit: www.doa.state.wi.us

Phenomenelle Angels Fund I, LP:  Invests in women and minority owned or managed businesses in Wisconsin and the Midwest.  Qualifying businesses must have at least one woman or an ethnic minority holding substantial ownership or in an executive (C-level) position.  Investors are limited to women who are accredited investors, and select entities.  For more information, visit: www.phenomenelleangels.com

Small Business Administration (SBA) Pre-Qualification Loan Program (Pre-Qual) and Intermediaries:  allows businesses owned by women, veterans, or minorities to apply for a loan guarantee for loans provided by a certified lender.  For more information, visit: www.sba.gov/wi

Wisconsin Women’s Business Initiative Corporation (WWBIC) Program:  provides micro loans up to a maximum of $50,000, to new or expanding women and minority owned businesses, or other eligible entrepreneurs.  WWBIC also offers training and technical assistance.  For more information, visit: www.wwbic.com


Venture Capital Funds

Technology Development Fund (TDF):  Program helps Wisconsin businesses research and develop technological innovations that have the potential to provide significant economic benefit to the state.  For more information, visit:

Wisconsin Angel Network (WAN):  The Wisconsin Angel Network’s mission is to increase the number and amount of early-stage equity investments in Wisconsin start-ups businesses.  WAN offers services to create and strengthen angel networks and to enhance cooperation among early-stage investors.  For more information, visit: www.wisconsinangelnetwork.com

Wisconsin CAPCO Program:  This program is intended to increase investment of venture capital funds into small business enterprises which have traditionally had difficulty in attracting institutional venture capital.  For more information, visit:

Wisconsin Entrepreneurs' Network (WEN): Provides statewide support for entrepreneurs and businesses in all industries and stages of development. The network will offer business planning and access to capital and finance assistance, provide assistance with intellectual property and technology transfer issues and leverage existing public resources, as well as those available in the marketplace. Employee Ownership Assistance (EOP):
  Assists employees of a distressed business obtain the professional services necessary to evaluate the feasibility of purchasing the business and operating as an employee-owned business.  For more information, visit: www.commerce.wi.gov

Major Economic Development (MED) Program:  Assists businesses that will invest private funds and create jobs as they expand in or relocate to Wisconsin.  For more information, visit: www.commerce.wi.gov

Neighborhood Business Revitalization Guarantee:  Helps experienced developers or existing business owners obtain financing on favorable terms to stimulate economic development in urban neighborhoods.  For more information, visit:

State of Wisconsin Investment Board (SWIB):  This is one of the largest pension funds in the world. SWIB's staff makes special efforts to explore investments (minimum $3 million) within the state. The Wisconsin Department of Commerce can assist Wisconsin business firms seeking to finance expansions. Wisconsin Business Development Finance Corporation (WBDFC):  This is a private, not-for-profit corporation created in 1981 to assist Wisconsin businesses gain access to capital, create jobs and promote community development. Wisconsin Focus on Energy Business and Industry Programs:  Help businesses reduce operating costs by installing energy efficient equipment – from updating the lighting in offices or barns with more efficient fixtures, to upgrading to a variable-speed drive on vacuum pumps.  They seek solutions to energy problems and can help increase profits, reduce energy use and improve productivity.  For more information, visit: www.focusonenergy.com

Wisconsin Fund:  Provides grants to help small commercial businesses rehabilitate or replace their privately-owned sewage systems.  For more information, visit:

Wisconsin Trade Project Program:  Helps small export-ready firms participate in international trade shows. The business covers its own travel and lodging expenses.
